they actually have a phone number and answer when you call. The hours are funny and they can be hard to understand since it's based in Hong Kong, but they do try to assist you, AFAICT
What is BlackArrow's track record in terms of making their own time estimates? BFL also made FPGA's and they also sell an actual product, but they still suck beyond belief.

BlackArrow is legit as far as I know.. But if you are really afraid then go for KNCminer...
He used to sell FPGAs, and came good on those. So I would say yes.
