The situation would not be unprecendented. There was a British mathematician that discovered RSA before RSA, however the work was classified for many years so nobody knew.

Hi everybody!
Sometimes in the second quarter 2015 a European government agency will declassify a 5-author paper from 1995 which describes a (then) novel decentralized milcom protocol based on a blockchain and a proof-of-work scheme.
