Currently, projects are being created at a rapid rate and projects are copying each other's source code. This does not need too much money for the programmer. It is important to highlight the project by adding new features, adding strong partners for the project, and the marketing costs for the project being added regularly.
Take a look at APESWAP, they copied the source code PANCAKESWAP and made it great, different. APESWAP is currently the hottest DEFI project I have seen in the past two weeks.

There are many DEFI projects on different blockchains. Post-development projects learn from previous projects if they use the same blockchain to implement contracts. So the cost of writing the code for the first time is the highest because they are completely new. Subsequent development projects only partially copy the source code and transform it at their disposal as adding other functionality. So the cost will be greatly reduced.
The following development projects only keep up with trends and satisfy everyone's wishes. They work for profit, not for seriousness. Maybe that's why scam projects have taken place in recent times. I think that the anonymity of members in DEFI projects is a good condition for them to create many different projects.

Crypto are based on opened source code and if you understand that point, you will know that many projects are not original. They use source code of earlier projects, change the name, total supply and a few parameters. If they are coins, their team can use word as fork for their projects. If they are tokens, like DeFi projects, their team don't use the word fork but nothing is different here. Just different in chosen words.

If you take this point, you can see the cost to create DeFi projects are not high because teams don't have to hire outstanding developers to create projects with original idea, codes.
