There is an issue with the wallet and this page may have limited functionality, such as balances not showing.
This twitter handle @blockchainvip1 doesnt belong to blockchain.com.

Step 2; Backup your funds Once you have the 12 words located, please send them in a reply to this email and I will match the words on our system.
If this is really from a blockchain support email then blockchain really saved/keep the recovery seed of its users on their database. But I bet this is from a scammer, so you need to be careful, sending your seed to others means you completely lost your funds as well.

This is giant Reg Flag!
blockchain()com is a non-custodial wallet, their database doesn't even contain your unencrypted backup phrase and they don't need it to synchronize.
All they have in an encrypted copy of your wallet, everything is decrypted in your browser when you access it using your walletID and password.

Are you sure that you've used their official submit ticket url, not a random result you've found in social media or google search?
Here's the correct link: support.blockchain.com/hc/en-us/requests/new and select the first option.

Are you sure you have received the email from blockchain wallet?
It's more like an email sent by a scammer.

They shouldn't need your seed phrase for solving the problem.
I recommend you to backup your seed phrase and import them into another wallet like Electrum and never use blockchain wallet.

Also, one of twitter accounts shown at bottom of their email has been suspended due to violation of rules. It makes it more suspicious.

Hello.

It looks like your Blockchain wallet is out of sync with our database. This may cause issues such as balances not showing correct. Or problems sending and receiving cryptos as well as buying cryptos and trading platform services may be restricted.
The good news is this is easy to fix. Please follow the below steps and we will synchronize your wallet with our database resolve this issue.

Step 1; Locate your backup words in our security menu.If you are logging into your wallet from our web platform   https://login.blockchain.com/#/login   You can find this in the top right corner. Simply click on Security and then on Backup Phrase. You will see our warning message and you click on Back Up Now.If you are using a mobile device you will see a section on the menu bar that says Backup Funds you simply click on that and it will start the process.

Step 2; Backup your funds Once you have the 12 words located, please send them in a reply to this email and I will match the words on our system. Once this is done your wallet will be synchronised again.
*IMPORTANT* Please do not share these words with anyone outside of Blockchain. These should be kept private when possible. Blockchain employees will NEVER ask for your wallet ID and Password, and we advise that you keep 2FA enabled at ALL times.

They've became buggy these days and after visiting my account there's an error message that says, they have an issue with their wallet. Maybe, they are upgrading their system and that affected the wallet itself.
These days? I thought they were since 2017, or even earlier. I have blockchain wallet using its android app, and I can't access them ever since I encountered such problem after an update until now, thread.
I haven't used them for a long time, oh my blockchain.com wallet for real they've been buggy for that long? they even asks for KYC now to be eligible for airdrops.

^ I used them recently but I not satisfied with their service, I dont know why they had delay transactions in confirming the block before it becomes confirmed. Probably that was what the experienced by OP. I don't think so if that is a bug or probably OP did not refresh the site and the balance did not show quickly. Nevertheless, the cloud wallet as of now is not safe, a hardware wallet is the best but you need to spend a little amount of your money. There's is free Electrum wallet, so far, this is good.
Even you refresh the site or press that refresh button they want you to press, the browser isn't loading. It's a total bug and I think they are aware of it but don't have any plans of fixing it asap. Electrum, wasabi and bitcoin core are good options but electrum is the most popular.

Also the blockchain info wallet is still not showing a balance or anything so it must be them being buggy. Lesson learned!

Blockchain is the most buggy web wallet ever made. Forget the web wallet, they're one of the most buggy websites when it comes to something as important as someone's money. I don't know what type of turds they hire theirs as engineers. Simple things like user inputs, drop-downs, etc are not validated and updated properly which is the first thing any new developer learns.

@OP please don't go back to that crappy service ever again.

Stop using them now, you should continue using Electrum now.

It must be their copy of your wallet.aes.json, you can contact their support like others with same problem did, they'll fix it.

But if you wan't to stick with Electrum, create a new wallet with a new SEED.
Blockchain.com may say that they have no access to your unencrypted SEED/prv keys, but it's still better to use Electrum's native SEED.

the balance is there but I try send out of electrum and I get this - 'The server returned an error when broadcasting the transaction. Consider trying to connect to a different server, or updating Electrum. Unknown error '

Have you solved this? here's how you change the server https://bitcoinelectrum.com/how-to-switch-to-a-different-electrum-server/

in most cases "the unknown error returned from server" problem occurs when there is some problem with the transaction that the user is trying to broadcast and this error shows up because electrum can not find the message that was returned from the server among the hard coded messages in the app itself (it is not a complete list).
if changing server didn't help, the only option is to figure out what is wrong with the transaction itself.

Thanks yes it is a clean electrum and I have the seed safe

The best way to verify if it's clean is to verify the file, did you do it? (tutorial: https://bitcoinelectrum.com/how-to-verify-your-electrum-download/)

Also, Importing it to another wallet means it'd be available on both ends (previous & present) so it's recommended to generate a new seed and send all the funds there.

I created another wallet on blockchain info wallet and it works fine though. I put my 12 word seed in electrum to restore the wallet there but its been synchronising for 5 minutes. If that works does that mean I can access my coins on my blockchain info wallet ( if it works again ) and on electrum at the same time?

I keep telling the same all over again: you coins are not in the wallet, they're on the network; the wallet (usually) handles the keys.
This means that you (and others!) can have many instances so the wallet. Whoever has the keys can spend (so don't just fool around with that seed, since if you have malicious software on your computer/laptop somebody may steal your coins; write down the seed and keep it safe).

So yes, you can spend from blockchain.com or electrum.
(I hope that you have a clean / correct Electrum from electrum.org)

I restored it on electrum using my 12 word seed and the balance is there but I try send out of electrum and I get this - 'The server returned an error when broadcasting the transaction. Consider trying to connect to a different server, or updating Electrum. Unknown error '
So does this mean blockchain infos server has an issue I don't understand or is it the actual blockchain?
So just having the seed does not mean I own the bitcoins?
electrum is not related to blockchain.info. where you downloaded electrum? try to change server in preferences from menu.

Are you getting the error upon clicking "send" or "request"? It's working at my end.
