1)i want to send 15$ to 10 BTC (total 150$) is there way to send them all in same time with same fee like i send 150$ to one address ?
2) if Number 1 possible how can do this using blockchain.info and how to detect fee ?

Technically yes you can do this.

However as far as i know i think blockchain.info has disabled the custom send feature that used to allow you to do this. It is much better for you to get an electrum wallet and do sending with multiple outputs.

You can save lots of money in terms of fees, if you do it.

Blockchain.info doesn't allow you to send bitcoin to multiple addresses in same transaction but you can do that with electrum try them.
Just move your bitcoin from blockchain.info to electrum wallet and than you can send bitcoin to multiple address with same fee but that fee will be quite higher than what you have to pay when you are sending bitcoin to one address only.

Do you mean 10 bitcoin addresses? Yes you can send them at the same time but if you are going to use blockchain.info the feature of it's multiple send has been removed. In signature campaign's the manager is sending the payments to the participants at the same time and that makes the fee cheaper. You can use bitcoin core or electrum for sending multiple addresses that $15. The thing in electrum, the fees are not the same with others it's quite higher for me.

1) Just to be clear you're asking if its possible to send $15 to 10 addresses right? if it is, then yes you can combine them all into one transaction to reduce the fees although i can't give you even a rough estimate as miner fees is decided on how big a transaction is--size but it should be lower compared to sending them one by one.

2). Blockchain.info has already disabled this feature however there are alternatives which is much better imo such as Electrum, It is a lightweight wallet which means you don't have to download the whole blockchain. There is a pay to many option on Tools as well as a preview button to give you an idea how big your transaction will be.

For the fees, always enable dynamic fees on Tools --> Preferences --> Fees and Replace by Fee option should be always so you can add fees anytime.
