I am quite confused about this. What about the network providers? This will never work, as the North Koreans will jam the existing networks. And they will never allow signals from the new networks. Another thing is that they may make the possession of smartphone punishable by death in the DPRK (no joke, fat boy Kim is so mad that he can do things like these).

satellite phones and raspberry pi with tv cable.....gets bulky and costly tho

Yun Sun, an expert on North Korea at the Stimson Center, says the core concept could work.
