So my ideas trying to implement:
1. Soft start. Payouts increase gradually after start and reaches maximum after hour or two. This allows people and pools to setup without rush and get most pleasure from Borat.
2. Punish richezz. Kazakhstan is poor nation and has no chance competing for coins with western bastards holding 100Mhs farms
To fight this no node is allowed to submit two blocks in a row.
3. Reward poor. If you didn't submit block in last 10 block, your reward will be doubled. If you didn't submit block in last 100 blocks, your reward will be fivefold.
