I sent some paypal to a user here to buy btc,  and he now claims his paypal was blocked and can't use it, and he haven't send me the btc.
I was wondering how exactly should I report this to paypal so I get a refund? digital goods? I'm not sure what would be the best way to guarantee paypal gives me back my money, because I think if I mention bitcoin they probably wont.

if i understood it right you pay him via paypal, as far as i know you can just get your money back by filing a dispute.
you may also try to post a scam accusation to this user so you would be able to document who scam who.  do it here and follow the format. https://bitcointalk.org/index.php?board=83.0

Yes, I know I have to fill a dispute, but after doing a little research, I've found out that if you mention you were buying bitcoins when you dispute a transaction with paypal, they won't refund you.  I want to know how exactly should I report this transaction to paypal WITHOUT mentioning bitcoins, of course.

lol that's the sad part.  Grin don't mention paypal then, let the other party explain his side.
I think paypal as dickhead as they are believe the buyer so much that they'd return the funds and let the seller explain things after.

pray that the paypal funds you send is not yet spend or transfer in other account. if that case happened
you will have a long time to wait for your money to comeback. but it is guaranteed to returned just give paypal a valid proof.
