Yes Maybe this looks very complicated both to read / understand. but I will explain that in essence the main topic of this is that some past scam accounts are getting active again.

I saw some of them join the same company, so I tagged them, and I hope my actions are not wrong.

Besides the bandungan user sent me a PM to remove the (-1) flag and then Silver80 came up with the Weird quote! But I understand, he gave a signal, I'm interested in adding him to my watchlist.

I'm not quite clear as to what you're asking in the above (or in the rest of your post), as your English is too difficult for me to understand this early in the morning, but I'd say no--what you described about members coming back to life and either asking to have feedback removed and/or joining bounties again isn't unusual at all.  I've had members I'd tagged 3 years ago go inactive and then, magically once bitcoin is booming and there's another altcoin craze (NFTs, DeFi, whatever), they've rediscovered the forum as a cash cow that they're going to use to milk dry yet again.

The general rule I've found is that once someone has figured out that money can be made here by bounty hunting, they never really go away unless they get banned and don't create a new account and fly under the radar.  A lot of members are from countries where the money they can make on bitcointalk and the projects that advertise here is far more than they could make doing hard manual labor for 12 hours a day, so who in their right mind would choose the latter?

Though, the comment you mentioned earlier gave me another clue to it. which means that you are now on my watchlist 

the thing that really scares me is being monitored by the person who runs this forum well, because my comments are being targeted by "lol"

It's also worth noting that two accounts were recently banned. After your extended explanation of the account linkage, some did not evade the ban..

And therefore, one can observe the despair @silver80, that accounts with a rather big rank become useless, receive negative tags, or are completely banned.

You locked one thread and opened another with some salad of quotes that seems to amount to troll-feeding.

You don't need multiple threads, or maybe any threads for this.

I Apologize in advance to all possible forum users, object when I repeatedly post on reputation boards and also I indirectly ask permission to every user who has contributed to finding Cheaters in the past. I Can't name them all but for sure I respect you guys and I need past resource information which I will use as reference today - (Maybe I Can't expand Alt connection network) but what about this quote:

Am I wrong? (now in future 2021) some resource accounts in the past are back to life and doing normal activities, joined the same company and some Accounts I have marked with negative trust (-1). I Tagged them with the reason that they are Bounty Cheaters and make the same mistake in the present.

in the end, I don't mean to challenge or vice versa. but if they repeat the same mistakes in the present, even for the umpteenth time join the same company.
