There are several ways to check reputation of bounty manager. First of all, check his trust feedbacks in his profile. Avoid managers who are red tagged by DT members. Also, most of professional managers have their portfolio - thread on Bitcointalk. There you can find all previous campaigns managed by that manager, see feedbacks from participants. And you also can check Scam accusations and Reputation board to be sure that manager is legit.
I recommend to check this thread where only best and trusted managers are listed:

Good day! How would I check if a certain manager has good reputation or not? I am currently trying to search for bounties and making sure I would join those legitimate ones. Thank you!

Or, in short, can check this list[1], it’s officially supported by theymos[2], and they are fairly up-to-date, in addition to good evaluations.

Hi, look through this thread as well, a list of bounty managers with users' feedback.
I do not recommend it, do not look up to date as some of those managers have turned into scammers. [needmoney-, Atriz-]

Remember good managers means higher viewing rates, and therefore success for your campaign but most of them accept only payment in Bitcoins

Besides bounties managed by well known bounty managers I really like how bounties are hosted and managed via bountyhive.com.
Very professional and immediate payments. You may have a look at their currenty hosted bounties!

thanks the topic you mention really is of great help to me. I need to look into this as my first campaign will be ending in a couple of weeks. Feedback by others about the managers about how they handle questions and issues etc is what i will look into.

You can take a look at their feedback. Prominent campaign managers such as

Darkstar, https://bitcointalk.org/index.php?action=trust;u=507936
Yahoo, https://bitcointalksearch.org/user/yahoo62278-355846
Hhampuz, https://bitcointalksearch.org/user/hhampuz-881377

All have a lot of postive trust feedback. This is usually a pretty good indicator of someone's reputation here on the forum.

All other factors such as account level, amount of posts, vouches of newbies, etc can all easily be doctored with, and shouldn't be used as an indication of trust.
Something that also makes a signature/bounty campaign much more legitimate is if there is a certain amount of coins held in escrow by a trusted forum member.
