That means granting the thunderclap site the ability to post the one message you've approved to your twitter or facebook account. If enough people join, then on Dec 23, 12:00 PM EST all the members will have the above message posted to their timelines.
By synchronising the message publishing this way, the 'social reach' of the appeal will be maximised.
