Use this in cgminer, it bypasses, and it works.
Msi afterburner, didn't work, but cgminer command line did.
Using this voltage will yeild you 10 degrees lower and a higher OC

25% lower voltage! Higher OC?
Actually can't believe it works, but it does here it is.
-I 9 -k poclbm --auto-fan --gpu-engine 1100-1180 --auto-gpu --gpu-vddc 0.88 --gpu-memdiff -150
gets me 702Mhash/card on 7970

Best regards

You can flash it using atiflash, or winflash.
Msi afterburner should work.

EnableUnofficialOverclocking   = 1
UnofficialOverclockingEULA   = I confirm that I am aware of unofficial overclocking limitations and fully understand that MSI will not provide me any support on it

I use a program called clocktweak though, its a handy command line program.
Though for over clocking beyond that, you will need to flash it.

Currently getting "670 Mhash" at 1125 Clock rate. About the same performance of both HD 6950 I traded for.
This thing does OC nicely.

I'm currently running watercooled 7970 + 7950 and temperature is no problem.

With cgminer I can only overclock and overvolt to the AMD overdrive so I would like to be able to overvolt and overclock the GPU core more then 1125mhz.

Is this possible with cgminer?

I think there is a way with MSI AB but I would rather do it directly with cgminer if possible.

Maybe put in a BIOS on the cards as I'm not currently gaming on them?
