If this is true once it will be confirmed I suspect Ethereum's price may soon bounce quite strongly from the hell it is currently tanking to.
If China will legalize ico. I think the market will change alot. There will be more investors and traders that will enter the market. And i think it will boost the market again.
That may legalize only their inner ICOs

Legalizing it again will really help the current market situation. Maybe they want it back for them to get cheap coins. Wait for another month or two, they will announce another ICO ban in their country. I really think that Chinese are good market manipulators. They already banned cryptocurrency last year, and they are legalizing it again.
If this was to happen it would be great motivator for the crypto community encouraging more people to invest
