Network error in terms of your mobile network or app could not sync properly? It is possible that there is some new Android update that caused the problems, but in my case 3.3.8 works quite normally with the latest update from Android. Since you have a seed, you can try to uninstall the current version and try again with 3.3.8, but to do a clean install you should manually delete all the files from the Electrum data folder - which according to some information is not possible if you do not have rooted phone.
