Btc and crypto wallets have offline transactions system.
So they not relied on the global general publiick internet.
This is incorrect.
Bitcoin wallets have offline "signing" capabilities. But they can not create a transaction, broadcast it to the rest of the network or sync their chain with the network without the internet.

It is a very bad idea to create a bitcoin specific network that relies on fees it receives from bitcoin transactions to operate because it could create a centralized point of failure. Not to mention that a dedicated network could require dedicated equipment that people don't already have.

What we need is a network that already exists and is used and doesn't need any special equipment. This is why the Internet works well, we already use it and have devices to connect to the internet. So bitcoin could be built on top of it. An alternative should be similar.

If the government can "shutdown" the Internet... they can also "shutdown" ham radio operators. In many countries people must register with the government to be a licensed ham operator, so they can deny you the right to use this technology if they want and if you use it illegally... you can go to jail.  Roll Eyes

Also.... How many people will be using this technology to do this?... it is not as if loads of ham radios are stored in cupboards for emergency situations ...right? (The process is very complex, so even if you have a ham radio... you will still struggle to do this)

Been wishing this to be more productive as time pass by. Imagine even without internet we can process btc could be a big leap. It has been done, but improving it on the future could be possible to adoption and more usage by people. The mainstream could definitely used this and will effectively work on different scenario especially incident of having no internet is an unfortunate event .

Providing for ways one can be sending Bitcoin (and any crypto for that matter) even in places and times when the internet is non-existing or can be down is something that many people are getting interested into...and am sure that there can be a big demand for this as we don't know when situations can happen when internet is not available. That's why it is good to see that there are now some research along this line and let's hope that soon the technology can be available to all of us. Certainly, a technology of sending crypto without the use of the usual internet backbone can be helping a lot in making Bitcoin part of the mainstream population and especially in areas where internet has become like a luxury.

If anything happens with internet they can be still used.
And to maintane this independent network the very small fee will be detucted out of each transactions.

Anything that can relay data from one place to another, can be used for bitcoin transactions. However, I don't think we yet have a wallet available for such transactions. This is pretty much standing at experimentation stage. I know radio frequency has been successfully used to relay bitcoin transactions earlier but again we don't have a solution available for the common mass because this is impossible to scale.

That is certainly possible.
As the person mentioned above there have been certain research in that area and there was a person who was able to transfer the bitcoins without internet through a radio signal, now one should understand that it does require a lot of additional knowledge and it's not as easy as it is on the phone. But it's certainly possible. You can apparently signal individual transactions from one particular address but that also involves the risk of having preexisting malwares and other threats for the security purposes.

There has been quite a number of research into sending Bitcoin without the use of the internet over the years. Here's an article which talks about that and use of radio signals in particular - https://news.bitcoin.com/no-internet-no-problem-how-to-send-bitcoin-by-amateur-radio/

This of cause is still a tentative study and without the internet now, Bitcoin transactions would struggle, but it's a convenient alternative to have in an untoward situation.
