The problem is this gap that has been made on bitcoin debit card market ever since Visa announced the end of their cards.
Also, every former bitcoin debit card service provider claims that they will be back on the market soon with their new cards but as far as I now there are no signs of that. It seem they all have been a little bit surprised by latest happenings with Visa and they didn't have the back up plan prepared.
I don't think it's very likely that we will have new card provider in the next couple of months and that frustrates me.

do you recommend the debit card?
but it's open to use so it's not closed

I personally does not used the any bitcoin debit card but my friend having it. If you are lazy to exchange the bitcoin to cash and ready to bear the fees means you cannot have the bitcoin debit card. If you want to make the payment with the offline stores also in bitcoin means debit card only will works better for you.

If you wish, You can go with the Advcash or Spectrocoin. These seems having good feedback from the customer who is using it. Bitpay and some cards are there but they consumes the big fees more than you see in the market.

You are outdated. Both Adv and spectro is hit by the westcrest problem, and mastercards has been shut down for them both. Besides that, its several months ago ADVcash said they stopped doing mastercard outside EU. But now its fucked for all

Indeed I'm not aware of a single card that works. Seems like they all went down thanks to Visa apparently. Only time will tell if any of them figure out how to get back online. Spectrocoin's claims of getting online soon don't change the fact they are offline like all the others. Talk is cheap.

One of them is Mistertango debit card that is MasterCard so it's not affected.

I think the mistertango card only works in europe or maybe I'm wrong, last year I created and verified my account at the site mistertango and asked their card and from September last year until today I never received the card, that means that their card does not arrive in my country. It's frustrating.

do you recommend the debit card?

Is a good choice, the problem is, what country you live in, depending on the country where you live, you can ask for the card and get to your country... Europeans have more advantages at that point

Bitcoin debit cards are to my opinion great way to spend your bitcoin on every day basis or withdraw cash on the ATM.
But ever since Visa broke the partnership with Wave Crest because of term violations, there is no big choice left and only few cards that are still working.
One of them is Mistertango debit card that is MasterCard so it's not affected. You can check the terms on their website and see if it suits you.
I'm not sure if Advcash card is still working, they also have MasterCard.
