Because Gox isn't doing withdrawals right now

This is not true, withdraws have a delay, so arbitrage is not instant, thus applies a risk, which results in a MtGox premium.

and the other half of it is that it is difficult/expensive to get USD into btc-e.

it seems btc-e btc/usd prices are always 10% cheaper than mtgox, so why are people continue to use mtgox instead of btc-e? 

Just wondering is there some catch i am not seeing?
