I haven't tried USD lately, but I know it used to be difficult to get money in.

BitInstant can be used to move Dwolla USD to BTC-E.  It was halted for a bit but that is back now.  After including the fees though the arbitrage opprotunity pretty much gets melted away with there being not much advantage over buying elsewhere.

They have their own market over there. The price is usually $.10+ cheaper at the cost of much less liquidity and volume.
I haven't tried USD lately, but I know it used to be difficult to get money in. BTC was no problem, but that wouldn't help right now anyway.
If you got cash in there, it's a good arbitunity.   Tongue

I think more specifically, people that cant, or its too much hassle to use GOX..
