Congrats on getting NVC/USD setup on btc-e. With such low volume I can't see a real reason to put it up, but it's not up to me.
If there will be very low volume for long time, NVC/USD will get removed. BTC-E doing these changes regularly.
Just look at the charts and the volume history. It has had 50 or less BTC volume per day for many consecutive days since March.

The way you released NVC is still very shady. You put the announcement in the Russian subforum not to mention the 100k NVC "bribe" for btc-e.

BTC-e got the big fat premine, they destroyed the coins as soon as the word came out, and then they receive the big fat instamine from devs + friends.
Conclusion ---> They support this coin and they dont care if its called scam coin from the rest of the community.
