There are tons of exchangers accepting liqpay (almost all of them) but there are %3-4% extra and some of these exchangers are listed on btc-e user-surface but you should check their legitimacy on their own.

Hey there,

I've purchased BitCoin before by using Moneygram at Mt.Gox. However, they seemed to have stopped accepting that form of funding. (That was a while ago.)

I was looking for any suggestions or recommendations to places who accept LiqPay as a source of funding. The ultimate goal would be to transfer the USD to BTC-e and exchange for LiteCoin.

I attempted to use 24change.com and use my debit card to purchase LiteCoin directly as they (btc-e.com) have it listed as a reserve on their website. The end result was receiving an error message in Russian which translated to "too many attempts on this account" (on the first attempt). However, I received a confirmation e-mail for the purchase.
