I think their owners are Russian, if I remember, so there might have just been an issue with locale.

On BTC-e "Trade History" said "Иcтopия cдeлoк" which is "History of Transactions" for about an hour that I noticed.  The subheaders for that section were in Russian also.  A couple people in the chat list commented on other ones they saw.  I'm a little skeptical knowing that exchanges are being DDOSed at times, and knowing Russia has the most DDOSing power, which can be used as a cover up for injection attacks.
