It's interesting that I have no funds left on BTC-e, on my luck I withdraw it all just before the crash. So, they haven't to recover anything from my zero balance on there.
The owner probably trying to use for one more time an email address database of registered users.

This is obviously a scam. They just randomly send emails and hopes that one person would fall for the scam. If you had funds in their exchange, why would you need to send anything to them to recover your money? All you have to do is send them your BTC address and they will send your coins back. Don't send them anything. Or they could just send you your money minus the "donation" (scam) fee.Dear xxxxxx,

you shouldn't give them anything, they're the ones who should give you something if you had something stuck on their site, so if you took everything off their site they don't owe you anything and you shouldn't give them anything either
