Yes it is normal, on average a block will be created every 10 minutes but that is just the average it does not mean it will happen exactly like that, the longest I have personally seen a block being created has been slightly more than 1 hour, I know that it can be exasperating waiting for that block to be generated but the only thing you can do is to be patient and wait, this is part of the design of bitcoin and there is nothing we can do to change it and if a transaction you sent is stuck because of it then you just got unlucky and must accept that fact. or is it normal?
