exchange hold your money when you buy bitcoin because this will be a big loss to them if they
will just sell to you in low price even they buy it higher than the current price..
sometime you just need to wait longer because when the price is low there are not much who sell there bitcoin..

Ive been using Coinbase to exchange USD to BTC. they been very good and always deliver. Just takes about 5 days to get the BTC wish it were faster but i still get BTC in time.

Always good to do research on who you are sending funds to before you send them your money.

You should send wire to Bitstamp or Bitfinex. BTC-e has lower price than other exchanges because getting money into BTC-e is harder than other exchanges.
