Having the same problem.
I still have a btc withdraw that still hasn't been processed from three days ago.
Now bter can withdraws, my btc arrived safely in my wallet 
not only bter its bitstamp and some other exchanges also not allowing withdraws right now due to massive attacks on exchanges
I had problem too 
bter wallet waiting for sync - notify: "Re-syncing the blockchain, being back soon"
maybe it caused by massive and concerted attack to bitcoin network.

I just put in a withdrawal request for bter.com about 3 hours ago. It still says "Processing". There is no new transaction in my bitcoin client.
