i think its normal, because i have this experience too, but with other market. in other note, bter don't want that their member buy BTS by cheap and send it to poloniex which have high rate so they make a reason that their wallet got problem. its make sense that any market that want to make a play with rate will do this.
What do you mean by wallet is bad?
Are your coins still on the address or they have disappeared.

Then just sell at bter, bter usually has weird issue, therefore avoid this exchange.
