i dont know? for single card just pick one xD (asrock mobos are the cheapest)
for crossfire look for a mobo capable of 8x/8x crossfire (2 cards).
for more cards (3,4) mobos can be expensive so i dont know just get a good one. (asus,gigabyte,msi)

if i have a motherboard with 1x16 slot how do i get more x16 video cards on it.

You cant. For 2 or more card you need a mobo that support crossfire. Those mobos have 2,3,4 pcie slots.

Get a cheap mobo if you are planing to use single cards. Get a good mobo capable of 8x/8x for crossfire.

For PSUs it depens on the cards: (quality = OCZ,CORSAIR, ANTEC)

5830 single: a quality 550W psu
5830 crossfire: a quality 600-700W psu
6950-70 singles: a quality 600-700W psu
6850-70 crossfire: a quality 800-850W psu
6990 single: a quality 800-850W psu
6990 crossfire: 1000W+ quality psu

5830= best bang for your buck (if you can get 2 you are golden)
5850-70 = awesome stuff
6950-70 = top notch
6990 (1 or more) the best you can buy right now

Right now the best bang for the buck $/mhash wise I think is the 5830, if you can find them.

I was going to build a 4 video card mining rig and was looking for any suggestions to try and keep costs down?  Are ati radeons 5570 good for this idea?
