I'm sorry to ask this, and of course you don't need to answer if you don't want to, but why are you searching for people specifically from London or Dubai? It doesn't really matter the origin of the person selling you BTC. The fees are the same, and the value is also the same, unless you are buying it from exchanges. Since it's a free market, BTC can be more expensive at some exchanges when compared to others, because of it's demand on that particular exchange.
I don't know if you will get lucky here, since you are new to the forum, and it's hard to gain trust for these kind of deals. I think your best option is probably buying it at an exchange or on localbitcoins.
