When u look at te email, it is russian, which is where many bitcoin scammers come from. Don't fall for this, just ignore it and add the user to your ignore list.

Ignore it. More likely the guy is up to no good. If you are asking a loan from a person, do not ever give personal details such as ID because that can be used in fraudelent activities.
