You are correct, they are breaking forum rules, it is not allowed to give some incentive in order for user to write in your thread (at least not in that section). You can also use [CLUB] The SpamBusters! Busting rule-breakers constantly thread to report something like that. Some are already spamming their nonsense there, in order to get the reward. In most cases such threads gets deleted when reported.
