What is the rule for bumping threads?
I think this would have go in this form... what's the advantages or benefit of bumping a thread? So from your question op, have on my own let you know base my personal understanding that bumping a thread is a process of making your post or thread created by you to be review by the users of bitcointalk community, this is a situation whereby thread that are educative, creative,meaningful, are been refreshed to people, and more especially newbies who are struggling to know or learn will be to learn effectively through old thread that been bump.

The thread that you are bumping in the Service Announcement is subject to that indicated in the above posts, and specifically under the spell of the Mini bumps and Super bumps described in the referenced links, and subject to your Base bump power.

Since your have not earned any merits over the last year (see https://public.tableau.com/shared/QWS9FC4WD?:display_count=n&:origin=viz_share_link), your Base bump power is effectively 0, since it is calculated as:

Your base bump power is the smaller of these two values:
 - The activity you would have if you'd signed up 1 year ago.
 - The merit you've earned in the last year.

If it's zero (as it will be for newbies), then you don't bump at all.
Therefore, you really don't have any bumping power, and if the threads manages to bump slightly, it’s probably because the other threads are not doing any better, meaning that the last post time comes into play.

Note: Read also the part related to Mini bumps and Super bumps, but having no Base bump power as I stated above, means that these currently do nothing in your case towards the Bump score.

13. Bumps, "updates" are limited to once per 24 hours per thread. Bumping multiple threads at the same time is allowed if it's not annoying. [2][e]
