regardless of that (and I will eventually investigate for myself) is fiverr not what they or what the OP claims? I've been looking for a service like this.

I don't think he would be able to give you $5 worth btc because on fiverr, seller gets only $4 from 1 order so he is probably going to give you back $4 worth bitcoins or even less.
