If not using exchange maybe try to used dapps but using a bridge from eth to othe other Low fees L1 chain that would be more expensive I supposed. If you really don't have an exchange account, this would be bad cause this is the easiest way and spending much less fee compared to using swap and bridges fee on some other dapp.

P2P or instant swap like Changehero is probably your best bet. Keep in mind that instant swap service usually take a huge fee and the exchange is slow, so don't be surprised if you don't receive your coins after a few hours. If that's not your cup of tea then maybe find an exchange where you can register for basic KYC (like e-mail and name without giving any documents) to swap your ETH.

You can also try to use Sovryn to bridge your asset, but you'll need some BTC to start with (and convert some of them to RBTC for the exchange fees).

Binance is banned in some countries, so it may be inaccessible for you. Nevertheless, binance is not the only options, you can use other exchanges or peer-to-peer platform to buy BNB, but note that you need to withdraw BEP-20 or you need to use bridges so as to transfer BNB on Ethereum to BNB on Binance Smart chain. Personally I use Best Change for this purpose.

You can exchange ETH to BNB on the Safepal wallet in 2 ways, via the (1)SWAP page or using (2)Binance on the DAPP page, no KYC required.

(1) I can't estimate the cost as far as I haven't tried, it's likely to be slightly higher than the current gas cost (there is a risk of failure depending on the network).

(2) Because the Safepal app can't be connected to Metamask(MM) and to avoid multiple transfers, you just need to create a Binance account at safepal and then send your ETH directly from MM to the Binance deposit address without sending it to Safepal's address first. Trade to BNB then withdraw to MM address using BSC network.

Binance bridge is still alive but it's only available for the binance exchange user. If your country doesn't get restricted by the law and why don't you just did a sign up to the exchange site. You can pick those exchange sites that give a good limit for the unverified account. This may help you to convert your ethereum into the BNB BSC. I just try to remind you if there are two kinds of BNB.

You should buy some BNB from the exchange site. BNB and ethereum have been using the different chain once you want to use binance chain. You have no choice other than creating a new account on exchange site and then send a small amount of ethereum to your account and then exchange it with BNB. You can send your BSC BNB to your metamask.
