Withdraw from your verified PayPal into your verified bank account. Then open up a verified Payza and transfer from your bank into Payza and buy Bitcoins there.

You will pay a lot of transaction fees, but if you are smart you can avoid paying $50 over the current rate for half a bitcoin and community members won't be afraid for the next 6 months that you may charge them back.

And yes, it will take some time. But you will take even longer to get it done on here with a negative trust rating, regardless of whether or not that rating is warranted.
