You obviously have no clue what you're talking about. I have a 3 year old Newbie account right now that can become a Full Member account within a couple days (depending on how much is posted from the account). But if you were to start a Newbie account right now, there is no way in hell you can have it to a Full Member rank by tomorrow. That is what a potential account is. It just basically means that the activity cap is that of how old the account is from the time it was created.

that user is not selling just newbie accounts, he is selling newbie accounts with potential full member so its a different thing than what you are thinking

why didn't you buy it? IMHO full members in that price will make me doubt the seller if he is selling clean account. full members usually worth around .03 to .04btc.
