i want to buy Bitcoin. is this the best time to buy it or not?
It's probably not the best time to be buying right now. Technical analysis still shows that bitcoin is a descending triangle which on average has 70% chance to break down. Thus, even though the price might go up, price breakdown is more likely at the moment. I would predict one final shake off of all the weak hands down to around 5k and then a powerfull pump through all the resistamce lines and hopefully new ath by Q2 2019

No one knows what will happened in the future so the "best time" will depend on your self analyzation about the current trend.

As long as you "understand the risks" once you put money on crypto then just do it. If not, then refrain from doing that  as you might set a higher expectation. For your reference, some people buy bitcoin at any price because their purpose is just to hold. They believed that their patience will be paid someday.

It's way better for me to buy at this rate even the price will goes back to $3,000 to $2,000 tomorrow (well unrealistic at the moment) rather than wait for so much cheaper price and force myself to buy at much higher price once a bullish trend happened.

You decide....

What's your intention though, You wanted to be a long term hodler? I ask this question because if you wanted to stay long in this market then obviously at the current price, its definitely a steal. But being a long term hodler will take a on of your mentality though. There will be a long challenges, specially when you see your investment going up (or going down for that matter.) @figmentofmyass explains if you're looking at it as a short term investment. So its your choice. There's no magic formula here and it really depends on your goal.

Bitcoin has suffered a large decline in prices from a speculative high. Looking at the charts (price, volume, and indicators), it appears that Bitcoin has reached or is near to reaching a bottom. What's more, in recent months with have seen a stable price, that while doesn't mean there is any speculative buying, it does mean that the panic sellers are close to, or have, exhausted their supply of coins.

The above paragraph represents only the price of Bitcoin and it's technicals. Fundamentally, development of the protocol is going along nicely, second layer solutions are also being implemented, and investment for the commercialization of bitcoin is still increasing.

Don't be concerned about the price, especially now that it has had a very nice correction, focus on the fundamentals I listed above. It is these fundamentals that will eventually drive the price higher. In addition, if you understand the sheer lunacy of the current legacy financial system, and it's current problems you can add that to the positive fundamentals driving Bitcoin.

In short, If you understand what Bitcoin is, how it improves on the current financial situation, the safety that it offers, the fact that it is continually developed and any hurdles that it may have (e.g. low transactions per second) can be solved with that continual development, now is a good time to invest. I would also say that your investment cannot be based on what will happen next month, but rather several years from now. You also must be prepared to incur large paper losses.

Changing the world is not something that happens overnight, it is instead a long drawn out war with many battles, be prepared to fight the good fight and invest for the long term.

The market has PROBABLY hit the bottom, since no one knows actually, but one way or the other, we are trading a lot far below the previous ATH and the price now is more of a good bargain than anyone could imagine.

Secondly, there is prospect in the long term when it comes to the market being useful as currency and in our daily lives as I believe a time will come when you can use it to easily buy groceries, pay for stuffs, and in that case, with that happening, real life adoption kicks in, sustainable demand kicks in, price skyrockets and leave the early holders smiling.

Thirdly, the market is still very young and we are here now. If those reasons I have mentioned does not sound good enough as something you should be buying, then I wonder what will.

it really depends on your investment or trading mindset. i had a friend who always used to say "if you don't own any bitcoin, it's always a good idea to buy some". and to a good extent, i agree with that. the window of time to easily accumulate bitcoin is closing, that's for sure.

from a shorter term perspective, i might wait until an uptrend is confirmed. we haven't officially broken out of the bear market yet. it's definitely still possible that price could crash again from here, giving an opportunity to buy much lower.

Buying bitcoin now is the best thing one can do if having more disposable income to invest. Bitcoin has been stable for the past months in terms of price, it today price is not the highest price so if buying now, the price goes back to its highest form,it will result in a good profit.

If you believe you will find best time you will be deeply disappointing. Best time is just a moment in time. All the rest is eternity.   You should have all this and next year to buy cheap Bitcoins. In 2020 you will have much bigger problems to get cheap ones.

Yes the price is very low right now. It might go up by a lot next month just like last year, so you might make a profit.
