You really should set up an account at an exchange then fund it. Once that is in place you can get bitcoins any hour you want. Starting from scratch it is unlikely that anyone can safely accept your offer.

lol. Your best bet would be LBC with someone who can meet you in person in that time frame. Pretty much every payment method that you can offer that is not a meetup (western union, cash deposit, cash in mail) for that amount is most likely going to take more then an hour, especially considering that things like a cash deposit is potentially reversible until that business day is finished.
