I ll give you 3 good methods to buy bitcoins at reasonable price.
1. Coinbase- You can buy bitcoin directly from coinbase at market price.
2. Exchanges- You can deposit fiat at any of the exchange which support fiat and then buy bitcoins from it
3. Myself- I can give you bitcoin at market price (PM me for your details, mention fiat currency) (Preferred INR , USD)

You have to buy bitcoin from exchange platforms directly but you have to be from any of the country they will take deposit from.  Kraken, bitstamp and coinbase are few of such exchanges where you can buy at market price. There are also some alternatives where you can buy bitcoin with perfectmoney or okpay for example yobit.net, changer.com and livecoin.net

Indeed, it is the matter of which exchanges you can deposit, you should mention where do you live?
In my country, we can buy 1:1 bitcoin without fees, just like what you are looking for, but I doubt we live in the same country Cheesy.
Usually, a good exchange offers free deposit but we should pay fees if want to withdraw fiat currency. Deposit or withdraw bitcoin, require fees for miners obviously, but not for the exchanges.
There are apps that doesn't have fees if the transactions will be sending and receiving on the same app, transaction fee will only happens upin withdrawing and converting it. It mayreally depend on what app and which country it is operating.

You cant find 1:1 ratio but buying on exchanges do really have very very small fee on which you cant even feel it when you do buy bitcoins. Rates would really be different on any exchange but they are not too far away from each other which you would really have the choice on where you would decide to buy bitcoins. Be sure to use to those exchange which isnt too strict on buying one because i have experienced horrible things when i do first time bought my bitcoin from an exchange.

1:1 is a hard ratio to find. Exchanges profit off of those small fees (usually 0.1%-1%) and wihout those, these exchanges wouldn't continue to exist. Most of these 1:1 trades—and rarely, below market rates—are made by private parties and auctions from seized coins.

It's difficult to find a 1:1 ratio as the prices are (marginally) different depending on the exchange.
Just because the price on one exchange is 'x' that doesn't mean the price on another will be the same. They all vary somewhat (although only minimally). Most hover at around the same point and as others have mentioned, the actual trader fee is usually very low.

I've never deposited fiat currency to exchanges but if you can deposit Money to exchanges such as Kraken, poloniex or bittrex, there is almost no fee to buy/sell bitcoin. It's almost zero. There is only spread.

nearly every exchange has "nearly no fee", usually it is around 0.2%
Bitfinex, Bitstamp, Kraken, GDAX, Cex, Hitbtc, Itbit and so on
