I have used localbitcoins once with paypal, and it ended well for me. I had no problems or chargebacks whatsoever. But that was just once.
As for coinbase, I agree. I have used them some more and it is very very easy to buy and sell. You feel safe, and the fees are somewhat deserved as the service is good and has to cost something.
I recommend them too.

i think local traders are the god and safe way to buy and sell bitcoins or we should work on a escrow system like local bitcoin which is handled by computer but we can do some kodifications and connect it with blockchain so when we send the btc it will autokatically relise the profuct to seller
Buying bitcoin with local currency is always a good option but if the one who is selling doesn't charge much than the market rate. Face to face an cash to hand transaction is most trusted till now from the origin of the currency. 
We can find traders for selling and buying in localbitcoins Because I am using that for long time. Its pretty cool to make trading with them. I think in online medium Localbitcoins is one of best exchange. Just need to do, We have to find a right trader and make trade. that's it.

In my experience the safe way is via your bank account and coinbase.
When you sell via paypal you get scammed, tons of people buy with a hack/stolen paypal account.
( You will just end up with a chargeback )
This is the same with most all providers not just paypal.
What i am highly recommending is using coinbase to buy and sell even though the commission they take sucks its still 100% safe.
In my experience the safe way is via your bank account and coinbase.
