How is this in anyway related to what OP is asking for? He wants to know if there is a website where one can buy bitcoins using sms.
This qoinpro which you have suggested is AFAIK a useless faucet which people in the past have claimed to not being able to withdraw anything from it even after adding hundreds of affiliates and reaching the minimum withdrawal limit.

Unfortunately, bit4coin doesn't support SMS payments in Romania.

I don't think there are lots of sites which allow that. The other site I could find was : https://bit4coin.net/
But never tried it, so not sure how legit it is.
