Dropping the option to buy with payoneer might be the best option.
Yes, there are currently only P2P deals available through which you can buy the Bitcoins.
The reason for which I am saying that it is worst, is that buying Bitcoins with payoneer is very rare and you will get very less rate if you attempt to buy through a P2P deal.
It will be really ideal if you can purchase through remitly or PayPal, it’s better that Payoneer.

I know there are some small unknown exchanges accepting Payoneer payments and you can find then on BestChange.com website, but always read their terms carefully and accept risks in doing trades like this.
You could also try finding reputable forum members who are trading with Payoneer funds in Currency exchange board, but don't just trust any random newbie for this.
Last option is to find someone in your local area who is willing to sell your Bitcoin any way you want.

He probably uses their debit card, but that is besides the point, and I am sure Bisq doesn't support Payoneer payments yet.
