I checked the OP of ELS, I don't find any special, why do you compare it to DCR? Is is possible to list poloniex? I am highly doubtful. We need to do more promotion until it lists on polo.

if elysiem is good enough then maybe the coins will be add in poloniex and i think its depend from the dev and the team as we can know by their working so far. i think its a good way to see the coins in poloniex list and if the coins have a good future then traders will trade the coins, they can make money from the coins too.
