I hope you find someone that welling to let you use his name. but let me list few things that might be usefull
you know that you will have to pay $30 ( Annual fee ) + the price u will pay to the card owner?
Did you tried payeer virtual cards? it cost only $0.50
Did you check dixipay if they can ship to you ? ( by far this is the best card i know of also can use with paypal with no problem ).
