Let me tell you is a bit obvious that you have been scammed for such as 10$ hence scammers will try to catch you even for 1$ I've reading about it, exactly what I'm really looking to tell you is that no one ever could sell you a neteller account fully verified with ID and personal information. Why don't you create one yourself ? No one on their rights would sell you their infos. Also they could just say that the account got hacked and you lost it... this such of accounts " stealth " as people call them aren't worth anything they will go blocked instantly.
