I have been trying to login to C-CEX since this morning of 23rd Nov 2017 but all I get is this:

Is anyone else having the same problem?
At the same time Coingather.com website is also giving cloudfare errors. Is it happening with other people as well

This is bad news, please be patient. In fact, there my friend also said poloniex often troublesome. I have not tried to enter c-cex. Still faithful in bittrex.
i do not know that what is going on to the exchanges, these are really bad new about the exchanges, i want thinking that c-cex may be the best exchanges as i also have recently open an account there for my signature campaign, hope it is not going to declare as scam. it will continue serving people in a good way. 
All things look solved right now as i was able to make everything there like normal. May be that was small downtime for maintenance.

Seconded, Its working fine now and same as yours i do experience on not able to access the site on past hours because of maintenance and now theyre back and well operating.Going back on normal stuffs again
