scam or not , i wouldnt still invest my money on their platform because they are not really familliar to me and i believe all of us ( even the op of this thread ) are not also familliar with c-cex.com  .
Maybe for you (and others) but not for the rest of us, c-cex is one of the longest running exchange and one of the used exchange way back until they become like this and scamming its users, so no one would recommend of using them these days.
Recently, many users of this exchange report a scam incidents and i think that is the start of trust decline on the part of c-cex. I used to trade on this site before when I was new in this market and luckily i don’t experience any bad things in this exchange. The trading volume on this exchange is still good, so i think they are trying to regain the trust of the investors/traders, let’s see if they will continue to survive in this growing competition of the cryptoexchanges.
They aren't doing good as of this moment.After having a 3 month vacation it seems that they don't really care already on the issues that they are facing on.
If you do try to look on their main thread you will able to find out lots of complaints which still remain unresolved yet. They don't have any words but they are still
operational inspite on those issues.So, for now I would definitely avoid this one.

I was deposit BTC buy 100 BCD then after 10 minutes I received email from them that I was requested payeer withdrawal even if I'm not!  Another 10 minutes later, I was attempted to log in on my account then suddenly 2FA code pop-up.  The only security I was added to my account was my email.  Until now I can't access my account. I created many tickets regarding my concerns but no email received from them.

Do not invest your money at c-cex.com it's a SCAM!

by the time this topic was started and OP posted this (8 months ago!), c-cex exchange was starting to turn into a scam and OP is probably among the first group of people who got scammed. as of these days this exchange is officially  a scam exchange, they have closed a lot of accounts, have not been communicating for a long time and have been robbing people for months now.

to op  . that would be  a lesson to you that you should not entrust your funds to something that you did not know  .   only invest on popular and well known sites because they already have a reputation and they wont easily turned into a scam  .

I can't say c-cex.com is a scam site or not. I use that exchange but not for trading. No, you must have a question why I use it if I don't trade. I have some habits for a long time. I do regi some site to see what have in there. However, After signing up on the c-cex I didn't like all of their systems. So I didn't put any money on there. But I got some coins from outside that's why sometimes I use it.
If you never deposit, trade, and withdraw then you really never use the site. And the exchange has too many red flags, based on google/internet, and in this forum so it's a no,no to use them.

Or it could be that you maybe click some phishing site, I wish not.
Well, it's hopeless if that was really happened.

Not all people actively browse Bitcointalk or look up the reputation of an exchange- seems like that's what happened to the user above with five posts. It's unfortunate, but things like this do happen.

Best advice I can give is to contact support and hope they help, which doesn't seem likely to me considering the pages upon pages of people requesting help in the C-Cex Bitcointalk thread, and do your research in the future about exchanges. Using the string "__(Service Name Here)__ Bitcointalk" on a search engine usually gives you results about the particular service you're researching and its respective thread(s) on Bitcointalk, and you can do your reading and research on the thread(s) you find.

Why don't you just post or create a new thread of what issue you're facing off?

[EDIT] Seems you already posted on their ann thread base on your post history, but the staff/official account of c-cex.com is not active since the first week of the month, so you might end up of waiting longer or so. Or have you tried to message them via their social media accounts?

I see lots of negative feedbacks of the exchange. I wonder how you end up using them.
Even users in the past didn't expect for this thing to happen on C-Cex, including myself. Back in the days where I do use up this exchange without any
problems when I do start up on crypto.

But if you do able to see their main thread its already being flooded by hundreds of complaints which haven't been resolved nor being responded
by their forum support.So, this is already shady as hell.

lucky i have never had a crypto deposit there
i followed their Twitter but i felt strange with their Full Mode that was only active for a limited time
and too many negative comments about their deposits that never arrived there

Sounds like it was a phishing attempt, did you go to the correct site? Did you type it in or find a link? Was it googled? Did you 100% type the right address (check the URL in your browser history)
This exchange has been stealing people's money for a long time. Their Twitter account and chat room are filled with complaints about accounts with empty balances, unauthorised transactions, vanished deposits, restricted withdrawals, you name it. They have stolen 2.14BTC (worth $8,200 at the time) from me in 2017, turned my support messages to theirs, spammed my email with nonsense, then closed my account.

Always be careful to choose what exchange you want to use. There's so many exchange that you can use and they operate many years although not all are perfect but always remember don't use  a platform if your not familiar, use a exchange that you use before that you not experience like that.

They had "limited service". For real though, what kind of site shuts down for a month with only a little ass side bar about the transfer restrictions? That kind of info deserves a giant yellow header banner, with triangular exclamation mark signs.

The whole situation is shifty, at best. Why keep the address generation links enabled when transactions won't be processed? Why allow outbound transfers when they too, won't be processed.

I don't use this platform because I don't like their commissions. But while I was using this site, I had no problems. You need to have patience. All exchanges do not have good support. My friend had a similar problem on Poloniex. His problems were solved, but the solution was 150 days!!! Expect. You have no other option.

I think it's best that you wait a bit for their support team to get to your ticket. Some exchange's support team just really suck, but the exchange itself isn't necessarily a scam. How long ago was this anyway?

Don't automatically make conclusions here, there could be some stuff that might have happened that can cause this. One being, your account being compromised. Not saying you're account indeed got compromised, I'm just saying that it's a possibility. If they we're to scam though, I don't think they're going to scam that dude with 100 BCD worth of BTC.

This is another example why this site/forum is very important as it provides an outlet/avenue through which members can inform the community and the world as a who about sites that arnt legit , thereby protecting others from having to go through the same trauma.
