I would look into some of the organizations who already offer training or teaching in such countries. It would be great to be able to get some of tehse people mining, as the electricity is so cheap there. But keep it grassroots, dawg!

You may not need to wait for foreign aid before you can organise such seminar, you fan start by bringing few of friends together, doing webinar live training and Facebook live training.
