I dont do smilieys anymore because i seen many scammers used smileys and I didn't wanna be targeted as one.  In reference to the mod being banned, thats up to theymos not the community.

There are 365037 and counting members in this site. A large % of that is going to be meh posts. Newbies like my buddy don't deserve a ban for being newbies.
You completely missed the point. Making one insubstantial post occasionally won't land you a ban, but frequently making them will.

I'm sure if BadBear's entire contributions to this forum descended into shitposts and smilies then he would be removed from his admin position fairly quickly, but one smilie post sometimes says all that needs to be said and given the content of all his other posts I think he's allowed to make them once in awhile.

In case it wasn't obvious from the context you omitted, he was using irony for rhetorical effect. And rhetoric is substantial.

More generally, substance is about quality, not quantity. A single word, emoticon, or image that conveys something meaningful is more substantial than a thousand word essay that does not.

What safety measures are put in place so admins/moderators do not abuse the forum with spam and shitposts like this? I'm proposing some new implementation in the forum that when a mod/admin makes a post regular users are allowed to vote on if it should be deleted or not or if they should be suspended from posting or not. That can ensure that they do not spam. Or you could make a higher class of moderator to discipline them but then again who would moderate that higher class? I think my system I thought up is most efficient.
