It appears to be an automatic  webcam remote chip.

The component labeled "301Q" is a mini transformer. It is very likely to be a modem card.

Yep looks like a modem card as for the chip its self from the blurry picture looks like voltage regulator

Everyone is lying to you.
It is an NSA chip used to grab your data and turn on your webcam when you are getting changed. Advise you burn laptop and stop getting changed infront of it.

Just kidding.. they can't really grab data... its just to turn on your webcam remotely.

I guess Justin knows best he must have a lot of these chips lying around his place ^_^

What kind of chip is it? PC? Something else? Also the long numbers in the empty spaces tend to be model numbers so you can locate the exact chip elsewhere.

Hmm, someone else more knowledgeable will be able to help you search for it Tongue I've not seen the company names before and they aren't showing up on google.

The chip brand is agere systems so its an American Chip
I believe it would be from 2002-2007 when they got merged into LSI
