That's possible to make technically with ease, however you would need to make everything new and from scratch as BTC based to make everything from the account in BTC.
if you mean withdrawing USD/etc... from an ATM using a bitcoin debitcard, there are allot of them right now, of course the BTC is converted to USD equivalent.

I've developed a system that does just this. Make payments using a card, back-end uses crypto and merchant can get their payment in whatever currency they like. The issue is it cut's all the crap, makes Bitcoin and others no harder to use than waving a contactless card on a terminal and will make crypto coins easier to get hold of, potentially pushing the prices back down. No-one seems interested as all the money is made by using exchanges and a lack of supply compared to demand.

Isn't that how Bitcoin credit cards work, already? I'm sure I read in this forum, you can use these cards in "standard" ATMs to withdraw fiat from the Bitcoin on them. It has fee, though.

Yes the BTM's work just as the OP described and so I'll conclude that perhaps he doesn't have some of those installed in his country or even an oversight that's why he's putting forth this question.

They have already developed a lot of things like that and in my country, I can still transfer my bitcoin to money without any card and we call it a BTM. We only need to scan the qr code and send the bitcoin then wait for the money to come out

there are many of them right now offered by companies like bitpay, xapo and a bunch of others. it's pretty hard to find one that isn't in usd, eur, or gbp.

From my findings, people and agencies seem to be comfortable with Bitcoin related transactions but their worry is the stress they claim they encounter in trying to get the value of their bitcoin in their local currency, to bridge this gap, is there a possibility of manufacturing an ATM card to that effect or is their a project on that ongoing already.
